I believe this is because some servers (including mine) are not getting the update notification from the master server. Both update plugins look for this notification, therefor if none is received the plugins don't know that it needs to kick in. The same issue exists with the Steamworks auto update plugin so I am guessing either SM is bugged again like what happened before or something is up on Valves end. I've emailed them about it so it might help if others with this problem do the same.
