Bug:

As you mentioned, I can use the default system, That's what I did, but then admin_tsay doesn't work well: It disappears immediately.

I found out that the PugReady.amxx is causing this (I disabled it in the plugins.ini file)

The problem as I said is that when I try to write an admin message using the chat @<message>, it shows up for 1/2 a second then disappears. Do you know how to fix that? What in the PugReady.amxx file causing this?
