If you got to your game directory (tf folder) there are .cache files.
I looked for the .cache files that had to do with sounds, and it fixed it. Sometimes it would come up again and I had to do it again.
I never really got to the bottom of it but from what it seems it's a bug that has never been patched since it appeared years ago.
