Updated language file. There were no instructions due to formatting in nearly all languages since upgrading to 1.8.3+. The screenshots were taken with AMX Mod X 1.9.0.5263 installed.

RULES_MESSAGE_LINE3 was also same thing with formatting and corrected. That is message that tells us how to get to the instructions on connect.
