Will Updater download the same update twice?

Let's say I have SomePlugin version 1 running on the server. The author pushes an update to version 2 to whatever webserver they're using.

The plugin in question is set to NOT automatically reload the plugin on update, only loading the new version upon the next map change... but what if the map doesn't change all that often? If a map change or server boot haven't occurred for a full 24 hours after the update was downloaded... then version 1 will still be running when Updater does its thing. Will Updater download the version 2 update a second time?
