The CSGO MOTD window is temperamental at the best of times.

Some things to try:

1. Update Java on your computer
2. Change your Steam beta opt in status (restart Steam to download new package)

Sometimes an indiviual webpage can break the MOTD window with bad JavaScript. If it's a page that does it, remove the page or fix it.
