The config file is created in your game's cfg folder.
As in, "tf/cfg/lilac_config.cfg".
Or in the case of CS:GO: "csgo/cfg/lilac_config.cfg"
By default, Lilac doesn't kick people for having too high of a ping, so if you haven't messed with the config file, you don't have to worry about it.
"lilac_max_ping" is set to "0" by default, meaning it is disabled. Anything less than 100 disables this feature.
Keep in mind, you have to install the translation files for Lilac to load.
Put everything in the translations folder in "addons/sourcemod/translations".
