how do i force one tag to take priority over another one ?
example: i have the tags VIP and PRO

VIP flags: a
PRO flags: ao

VIP tag flags: a
PRO tag flags: tested "o" and "ao"

expected behaviour: PRO tags to get priority over VIP and get tagged as PRO
experienced behaviour: PRO tags do not get priority over VIP and people who have PRO flags gets VIP tag
