I haven't had my share of setting up HLX:CE on a linux, but did you follow through the entire tutorial installing it? I personally find it much easier and stable to run on Windows. There is more to do, but it's worth it, because is simple and understandable. Instead of hosting it directly on my dedi I have a VPS with virpus.

I don't know if it's simply because you edited out the IP from the server.cfg, but the full command should be:
logaddress_add 95.143.220.35:27500
I don't know if you added the space and removed the symbols when you removed the IP or not, but that is what the full command should look like.

One other problem that people normally come across is logs are disabled somewhere else in the server.cfg - check it all through or post it here.


Last but not least, while these may be the case as well, it is definite that you do not have the port open.
Port 27500 is closed on 95.143.220.35.

HLX:CE is running on the port, but the port is not actually opened.
