[SOLVED, NO FURTHER ACTION NEEDED]
So I checked for a while, but it seems like there's no cvar to control friendly fire while incapped / incapacitated, which was a feature taken out of L4D2, and there also seems to be no plugin for it (although there are for other L4D1 exclusive features.) So yeah, there's my request
