Well, it actually is useful for those who use it, and no, it's not a scam.
It shows your server on top of the list in the game.

for people who didn't understand what i mean i wanted to mean that their is a time if you boosted your server in you get a huge amount of players if you guys know when i need to boost a server or know this time i will appreciate a lot's

It doesn't just randomly give you players, the players join themselves, it only makes your server appear at the top of the list so players can notice it.
A decent time where you're more likely to get players is around 8-10 PM.
