I think it's true, I have replicate this issue many time...
the
sb_admins.cfg file become blank when server IS behind NAT/Router...
it do something with +ip launch parameter.
I add WireGuard Tunnel between SourceBans++ Website and Game Server (wg0, 192.168.255.0/24),
then launch server with +ip 192.168.255.2 (bind to wg0 tun iface), surprisingly
sb_admins.cfg worked, has admin info, but no connection to Steam
