Id like to make a script that works as follows:

-Add ADMIN SteamIDs to an 'allow sound list'
-Add custom sounds to a sound file 'perhaps the admin sounds folder'
-Unlimited numbers of users and sounds(or at least a high amount
-Ability to be downloaded from server and from a fast dl server.

I just want the sounds to play for specific people when they join the server.

Its ok if someone does it for me but id like information on how to make it as well.
