If I remember correctly, zone alarm registers each steam game as its own program. Make sure every instance of "hl.exe" and "hlds.exe" as well as "hlds launcher" have everything checked green.

also, zone alarm slows down your computer significantly when you run it with an HLDS. You'll get better pings and gameplay with it off anyways.
