Apply PowerPlay via a plugin. Wait a few seconds. After like, 8 seconds the PowerPlay effect wears off automatically. There's no other details or repro. It's as simple as that.
Fun note: You're still on fire even though the powerplay wears off, but you don't take damage from the fire, so it's a good way of getting a neat "on fire" look.
I think an appropriate fix would be to set this to a repeating timer that re-fires the PowerPlay effect every X seconds if PowerPlay is enabled on someone.
