It records my Steam ID as "STEAM_1:1:48199803" in "survivor_starter_pack.cfg" while SteamRep shows it as "STEAM_0:1:48199803".

Notice how the game has it has "STEAM_1" while SteamRep has it as "STEAM_0"? You need to change that part of your ID to get it to work.
Perfect thanks all working now. I used some website to find my ID and it said STEAM_0:0 etc but it was actually STEAM_1:0. Much for you.
