Actually, he's talking about right. I've heard multiple people on my server talk about the same issue, where CTs randomly throw their gun in different way, a bit lower. If you are trying to throw it high and in distance, it may sometimes hit the wall, on another try it may go correctly from the same position. It's rather funny to watch the CTs fail, although I believe this is an issue with Source only Valve can fix.
