I got it installed. I made sure it was accessing the index.php in install. I finally just ended up trying a few things. What I did find out is that it would not install on the same domain name (don't ask me why, for I do not know), and it would keep giving me the same message stated above. If you have control over your domain, just make a simple sub domain that points to your primary public directory. After that, try to set it up with your sub domain. You can delete the sub right after.

In the end, it does not make sense that I needed to do all of this, but whatever, at least it's up now.
