Yes. TF2 ships with vpk.exe (or vpk_linux if you're running Linux) in the hl2/bin directory. vpk x vpkname.vpk will extract it. If vpk.exe is in the current path that is.
I seem to recall Valve stating that there's a performance penalty to doing that, though... the game is faster at reading VPK files than it is loose files.
