automatic - When a terror get cuffed, there is a chance of 1:5(default) the terror gets a paperclip. If he got one, terror will get a message and hear a sound(unlocking) after a random time between 15-35 seconds he gets a message whether he unlocked the cuffs, there is a change of 1
(default), or broke the paperclip. On unlock a sound will played for all player.
