All players, and it only changes for them.
if player A chooses skybox A, player B chooses skybox B, then:
player A has skybox A
player B has skybox B

It's stored in Sourcemod Clientprefs, it's sqlite by default. Somewhere in data/ I believe. You can edit & find it in configs/databases.cfg
