IClient::Disconnect sends a
NET_Disconnect
message down the netchan, whereas connection rejections are an out-of-band
S2C_CONNREJECT
message. They're different messages with different functions, however you can only use S2C_CONNREJECT during the signon state.
My point still stands that Steam deny/kicks use the IClient::Disconnect method, though :)
