I believe you need your maximum slots to be 1 more than your actual visible slots. So if you have a 24 man server, you would need to order an extra slot to make it 25, because reserved slots uses 1 slot to clear through connecting people.
So, just go get 25 slots and hide 1 slot for reserved slot.
