Access restrictions on the user account, the user account is restricted to connections from individual IP addresses/networks.
The way you explain it, that it works normally, but not on another "network" is pretty obvious that it is the reason.
It is also very classic for hosting providers to allow only connections from their own network, unless you ask for otherwise, for safety reasons.
