with the new panorama, you can't hide or delay the win panel and that panel hides everything on the screen (css overflow, but still, you can't see the menu clearly).
i tried sv_nowinpanel 1 (hide the win panel), mp_win_panel_display_time 10 (on the old ui, the win panel was displayed after 10 seconds, now it's useless). even mp_match_restart_delay doesn't work.
contact valve to fix these cvars.
and yes, you can display a menu when the match ends to do exactly what you want (faceit does that, but i don't know if it's still on with panorama or if they found a way to delay the win panel).
the win panel took 3 seconds to be displayed and fix another 5 seconds until the map is changed.
