This is entirely incorrect. I run my website on hosting24.com, and all I had to do was submit a support ticket asking for the ports to be opened for UDP. Sourcebans works fine, as you can see @ bans.coldhearteduk.com. Check the IP, it really is on hosting24. It is easy to add external IPs to mysql too, using cPanel.
