Is there a cvar to block the auto-select time ?

I found mp_force_pick_time, I set this cvar to 0 but It doesn't works ;(

An other question: mp_buytime doesn't change when I set in server.cfg (mp_buytime 999), how can I modify the value of this cvar ??
