Sounds more like a request, than Scripting issue (as you do not include any code you need help with), so I moved your thread to

There are unfortunately no 100% definite way of detecting IP addresses VPN services!
However, there are chances that you can get a long way with several IP databases out there. Those IP databases often cost a lot of money (at least, those who are most accurate).
Even if you're paying for access to (and updates for) a such database, you will never get it 100% accurate, as new VPN IP addresses are coming onto the Internet constantly, and some old ones are disappearing, etc.
