It's really not that obvious. For example russians seems to believe that only one language exists in this world.

The file is incorrectly saved as UTF-8 WITH BOM, it needs to be WITHOUT BOM. This is easily done in any good editor. Notepad will always save in UTF-8 with BOM. Even if the source file was without (I tested it).
