You can give CheckCommandAccess a command string as a parameter. The command doesn't have to exist; it will just be used for admin_overrides.
Edit: and actually, if overrides were supported, you wouldn't even need the adminonly cvar. Users can handle that through the overrides file as well. "" for all or "flag(s)" for whatever flag or flags they want it available to.
