Make sure you have the sprites for the maps. Should be: cstrike\sprites\vote_map\[map_name].spr

Also you need to go to the map once before it will start working. Try again and check if there is a file:
cstrike\addons\amxmodx\configs\vote_map\[map_name].cfg
