I won't accept a patch that does that because if clients leave the server, their radar won't be drawn again. Otherwise I would have already done that in both Source and 1.6 ;) -- well, given the latest Source update, it wouldn't even work anymore.

If there was a radar_disable option for the FFA section (0=none, 1=scramble, 2=client disable), with 1 being the default, I'd say it's okay. But changing client settings by default is bad.
