RTV enhancement:
Check if players are in the Spectator team or not and allow the control if they need to use rtv or not to activate mapvoting.

Problem:
You are in team CT, 2 players in spec.
You type RTV and you get the message: 2 players needed for rtv

So you are stuck there even if they are afk or something.
