Trailing (at least in this sense) is like the opposite of leading. "Leading by 2 levels" means that you are ahead of everyone by 2 levels. "Trailing by 2 levels" would mean that you are behind everyone by 2 levels.

I believe it comes from the idea that you are following everyone else's trail, since you are so far behind.
