here's my bug fix for this plugin, sort of botched but its better than nothing.

probs that are fixed(all related to each other):
1. admins had to use amx_refresh to update the radar permission list (well, i had to use it get the radar working)

2. when the admin left the server the console got spammed with ~error messages complaining that it was trying to do something to a player that no longer existed, i think there still will be just a few of these messages with my fix

3. many other misc things like some one getting radar perms that they shouldn't have
