i dont have sdk32 too and all works fine since years...
srcds in /home/gameserver/csgoserver
steamcmd in /home/steamcmd
i just have a .steam folder but in "user" game (/home/game/.steam) it contains only a registry.vdf file and not a sdk32 folder.
no issues with starting, running, updating.
