"This implementation is not part of the tested Windows Platform FIPS cryptographic algorithms" i have never seen this type of exception before. Please follow these steps
https://stackoverflow.com/questions/...ated-cryptogra to enable non-complaint (Not sure why SHA256 isnt safe) cryptographic algorithms. And see if those exceptions still occur.
