So the only way to host a secured Sourcemod server is to use the Dedicated Server Tool?

If so, it won't work for some reason :/ I added all the necessary components (sourcemod/metamod/metamod.vdf) and then started the tool from tools menu, started it, and I type in console sm_admin to see if anything pops up but it only says unknown command


Edit: I also added -insecure to launch options for the tool but no go
