It's client-side and can be executed long before they 'pick' your server. What you ask for is nearly equivalent to server executing unbindall to all players.
With that being said, if they are trying to 'flood' you,
that will need to be controlled another way.
Anti-SVC (Will See) might be the closest thing to what you wanted.
