Pretty much this. Standards change in 12 years. We are aware the approved plugin section needs some cleaning; but we don't have the resources to do it right now.
What little time I have is dedicated to new plugins section.
For reference, the rule about simple plugins not being approved was added back in 2014, the plugin you mentioned was approved in 2009. I strongly suggest you read the thread I linked.
