Players essentially do a soft disconnect/reconnect between maps. On the SourceMod side, you see all forwards fired that you'd normally see when a player disconnects and reconnects.

UserIDs definitely don't change on map change. Nor do the
player_connect,
player_connect_client, or
player_disconnect events fire. Even though player_connect_client is marked as Orange Box only in there, I'm pretty sure CS:GO has it as well.
