Well, I think you need to verify that it's not just being caused by whatever you are referring to as "shutdown" because it's still not clear what that means. So, you would need to get people in the server and verify that there is data that needs to be saved (verify what the data is before you do this) and then without doing anything else, type "quit" in the server console (either via HLSW or via RCON) so that the server properly shuts down and calls the disconnect and plugin_end forwards.
