Halflife.wad is a default wad file. You need to have the Half-Life base content installed,
no matter which modification you are trying to host.
Do this in your HLDS folder, where the update tool is. (Also adjusting the path in the following):
hldsupdatetool -command update -game valve -dir D:\Programs\HLDS -verify_all -retry
