What is your sv_downloadurl set to? It should look something like this.

sv_downloadurl "http://www.fastdl.com/csgo"
Don't add a / to the end.
If you already have it set then type "sv_downloadurl" in the console and see the output, if it is blank then there is a conflict somewhere.
