These messages aren't the cause of the lag spikes/crashes. They pop up when too many voice messages are sent to the server from a client at once. The server lags for X reason and stops processing voice packet data. The packets build up in a queue for when the server returns to functioning and it hits this limit. rejecting the voice packets and spewing this message to console. So anytime someone is using voice chat while the server is delayed in processing, you will see this message.
