Fixed the "too many files opened" error.

Crashes on 1.8.2 for some reason. Doesn't crash on 1.8.3-d

EDIT: Had a second look at the code and fixed a couple of problems. No longer crashing the server. Bots/hltv are ignored while saving/loading stuff. You still get points/kills for killing bots though.
Added a version cvar.

One more change - added a check so when non-human players change their name, it doesnt try to load their skin settings.

Added the amxx compiled in 1.8.3-d.
