When you set "no" and save/apply the config and rebooting the server and your server generates still this line

[SM] Exception reported: Cannot set m_iItemIDLow with "FollowCSGOServerGuidelines" option enabled.

So i guess the config has been resettet to "no", it's a overwrite problem.

double check path.

/csgo/addons/sourcemod/configs/core.cfg

"FollowCSGOServerGuidelines" "no"
