Regarding/assuming the tic:
That high of a tic will make lag on it's own unless 10 people are connected. The Humans need NOT go beyond 102 per player and the bots a factor of their CPU think. So if the CPU on bot is set to 20, 20 per bot. 5 players, 5 bots no more than 610 maybe 625 for overhead to attempt to control the lag. The issue becomes when setting the lag I mean the tick on launch it is stuck there until shut down.
Variable timing plugin. I set my sys_quota to 110 and it's a smooth game.

If so make a jail in FAIL2BAN.
Regarding the what plugin is doing it why would the community guess with you just glancing over a list of plugins? Disable all of them and then re-add until it's resolved.
