I ended up connecting using my public IP with a different port but now it just gives me connection problems and I can't select team.

This isn't my first time making a server but ever since panorma came along I've tried to make a server and it won't connect. It's there but when I click into it just loads and puts me back into the main menu. I've verified game files, reinstalled the server multiple times on different drives and to be honest can't find anything to do with what I have or atleast an answer.
Some other things
-The IP it connects to isn't mine???
-Connecting to 127.0.0.1, My public IP, IPV4 IP gives me a connection failed after 30 retries
-Everything is port forwarded
-#Valve_Reject_Connect_From_Lobby Whenever a friend tried to connect
