As everyone here has said, check your CPU usage, but I'm not thinking that's the issue. Only 7 players (on this instance, however could be many on others which are on the same machine). Generally if the server is overloaded you won't see massive spikes like that, it would be a consistent higher var.

Are you using SQLite or MySQL storage for this timer? I helped contribute to this fork of ck and can tell you for a fact SQLite will probably cause blips like this after it starts filling up with stage times. This can also possibly happen when you have a long latency or poor performance MySQL server.
